They are both Smart men with an obvious history....

and why did Carver mention the cabin folks not trusting Clem? like why is that important?

    I think since Carlos said Carver was with them before they both wanted to be the leader of the community so they kept butting heads (Like Lilly and Kenny in S1) until they decided to leave.
