I think it'll be like Woodbury, yeah. Not the same, though, because the timeline for the games is way past the comics when Woodbury was still inhabited. Also, we're too far north now. While Woodbury was in Georgia, we're already in Virginia.
I kind of presumed Lily was based on the comic book character with the same name. Even tough the story about who her father is and what happ… moreened to him is a very different story. Unless it was a gay marriage or something...
I have a suspicion that this camp might in fact be woodsbury... or maybe another well known place from the comic book before it became what it is. If it's Woodsbury, then Lilly would be there.
Also... another thing is... if you choose to save Doug instead of Carly... it really does matter in the way Lily is perceived. If she kills Carly, it's in cold blood. If she kills Doug, it's by accident. I think that's an important detail. She did after all try to shoot the guilty person.

I'm not sure if she will or not, but the fact that the game says "Lilly will remember that" coupled with that you can bring her up when talking with Alvin doesn't really mean much. Both Ben and Lee can mentioned in Episode 2, and we can be certain that they won't be reappearing. I DO hope she returns though, especially with Kenny back in the mix.
We got a "Carley will remember that" literally less than a minute before she got shot in the face.

I think it would make the storyline more better, have Kenny and Lilly that hated each other at Carvers safehaven and when they explain why they are there Lilly would want to escape with them and force Kenny and Lilly to work with each other. Or Luke come across Lilly would make it more of a reason to make Kenny hate Luke.
I don't think Lily will be in the camp with Carver. Why? Because Lily's character is more of a leader type. She wants to lead rather than follow. It will be great if Lily will come to the camp to invade it then suddenly, she will see Clem and Kenny there. This will be awesome!
