Bloody Mary = cop?
Maybe not, but to me there is an uncanny resemblance between the cop interrogating Bigby at the start of Episode 2, and Bloody Mary when she shows up. Hair length different...but...between wigs and haircuts...
Of course, it could be that the animator was the same and they only have the same shaped features.

Telltale is known for re-using models so it's possible that they changed some features of Brannigan model and used it as Mary.
No, she's clearly an enforcer.
Which begs the question, where is brannigan?

It is definitely the heart/diamond shaped face, freckles, and the same shape eye. Brannigan has green eyes, longer hair, and a tired manner. Bloody Mary has brown eyes, a slicked back hairdo, and a barely controlled energy.
So, I would buy the reuse of a model thing. I would also buy 'sisters' or something. Brannigan had a way different reaction than the other cops, and is in the Tweedle's file for 'watching'.
Will be watching both characters in the coming episodes. :-)
