I don't know about "times have changed", because the last time I've seen a guy like that in an American production was the Rhino in "The Amazing Spiderman 2". Almost spot-on resemblance.
It is never stated that he is, he could be, but, given how shoddy was Telltale's work in depicting Russians, I'll assume that they chose a Finnish name and thought that it was Russian.
Well he could be from a mixed Estonian Russian family, thats not so unusual in Estonia, never seem a Russian named Arvo, he also seems to be… more in the wrong group, the other people look like some kind of a biker gang or White Power guys, doesnt seem likes hes fitting in with his phisique and broken glasses.

I agree that they are most likely redshirts, so the only important characters are Arvo and maybe this girl, Maud, and thus, they weren't given a lot of detail. In fact, Arvo is the only one mentioned in credits, the other two (actually, three, Maud isn't mentioned either).
