Personally, I like to think he already was working at Howe's Hardware when the apocalypse occurred, and set about making it a stable community. Initially he and Tavia were reasonable, allowing people to come of their own free will, but over the years winter, starvation, bandit attacks and zombie hordes led to him suffering several losses that hardened him.
The transformation of Roman's community can be used to speculate how Carver's community may have transformed. Ironically, Roman's tyranny led to his group collapsing and him becoming another common bandit who was killed unceremoniously by Carver.
