Honestly, I would have preferred Jane kill him after we robbed him, but Clem still has a good heart to her. After the shootout, it was not even worth it.
I would not. Arvo was seriously misunderstood. Telltale never gave his character a chance. We never got to talk to Arvo and explain ourselves. All we could say was "I'm sorry about your sister." We don't get to say that she had died and was a walker. People love to blame Arvo for what happened because he supposedly "commanded" the Russian group to come and attack Clem's group when in reality he had no control at all, he was the bridge between the two groups only because he was speaking English. Buricko, Vitali and Natasha all were ordering him to lead them to Clem's group. It's no wonder why he shot Clem when we can't even connect with the character.
I agree that they hardly let us get to know him..The biggest problem with Arvo is that no matter what Clementine does, you can’t change anything. He shoots her no matter what because the plot demands the stupid Kenny vs. Jane ending. The only other purpose he served was to show how unhinged Kenny becomes. I can’t genuinely hate him because I feel like he was just terribly written. Carver was a fairly believable villain (in my opinion at least…he seems to be sort of a base breaker tbh.) and I was actually able to harness true hatred for him. With Arvo, it was never the case. When he shoots Clementine my first reaction wasn’t “burn in hell u evil motherfucker” it was “wow that’s just really…stupid” and after learning a possible interpretation as to why he shot her was revenge my only other comment was “well why didn’t we get the chance to explain that to him” A character so ill-conceived like Arvo isn’t worth my hatred.
And yeah, it is very obvious that he didn’t want to rob Clementine’s group from the start. I mean, when goes back to his people he’ll still come back without his gun and I highly doubt “I dropped it” is a good enough excuse when they inevitably ask what happened to it. If the translation I saw is correct, Buricko was the one leading them (“Buricko is saying that we will take everything” he can actually say in English.) and at one point or another I think his whole group besides Buricko was having second thoughts about the situation.
Arvo believed that Jane was still with Clementine, and if Clem says that Jane leaves, Arvo says that it is a trap. And Arvo has reason to think this way, considering that sneaking up on him is exactly what Jane does him the first time they meet, so why wouldn’t she do it again? (I don’t want to shove all the blame on Jane though, because she took the gun to protect Clementine, whom Arvo was aiming at. Not like he was in her face about it threatening to kill her, because right before she jumps him he says that he’s going to leave, but I can still sort of understand Jane’s pov. It was all another misunderstanding and I don’t want to shove blame on anyone in particular for what happened at the deck.)
Furthermore, there’s enough evidence that Arvo’s group would go after them just for a gun. If they were going to confront people that they assume has a dangerous woman who literally threatened to kill Arvo, wouldn’t they have at least given him another gun if they had one to spare? However, I don’t think he had one on him during the shootout. When they go to his house, as far as it is shown, I think the only thing of use Clementine’s group finds is the two bags of food, no other weapons. Those four guns could have easily been all the weapons they had.

People have to realize that there are two sides to every story and just because you are the protagonist doesn't mean you're right all the time. His whole group was in on it, and like previously mentioned it is so obvious that he felt guilty, or at least he probably wasn't the one who came up with the plan to ambush them. Buricko was the leader, and he kept instructing Arvo to make Clementine's group put their guns down. Everyone paints him as some petty asshole for coming back to rob them because he got his gun stolen from him, but in the apocalypse guns are important no matter how small and Jane basically took away his only form of protection. When Jane throws the gun down the camera seems to specifically focus on it, which now, looking back on it, seems very intentional.
Even though once again, from Jane's POV giving back the gun to someone they potentially robbed would have been very dangerous, I feel like everyone involved here kind of had little choice in all the things that happened. (The only truly bad thing I think anyone did was when Jane started advocating to steal the bag, and she was way too harsh with him but even that was only to keep him from bringing his people, because Jane didn't know where they were. She regretted doing it too...doesn't excuse it though.)

At first I was angry and wanted to kill him but then I realized something: He did what Clem couldn´t do (Thanks TellTale).
