The ending does make a point of showing the gun holstered in the back of his pants. Hopefully Jane and Clementine would be able to rein things in and keep him from becoming a megalomaniac.
Snowballs chance in hell. I know many would like to think that, and it would be the obvious first though in most peoples mind but that won't happen for several reasons. One being season 3 and who knows how many seasons after that, and the track record shows a BIG number for deceased support characters. "Happily ever after" doesn't happen in the TWD, not as long as its worthy of some milking.
