She's a little kid surrounded by adults. She's pretending to be TOUGH, but she… more ISN'T.
She offers to shoot stephanie, but if you give her the gun, she can't bring herself to do it. If you kill the intruder she looks on in HORROR.

I dunno about Shel and Becca, but... Shel and Clem? I could definitely see that happening, especially if we get to play "The Good Son" with Shel in the infamous "Cliff Scene."

But the fact that very bad things are said (in my opinion) doesn't mean that we should just ignore all things we we think are slightly bad (in my opinion).

But S&B were an example of a sisterly relationship, and that was a relationship that could have had more emphasis in Season 2 without necessitating Molly 2.0's existence. Sarah also raised my hopes for providing a good female companion for Clementine, or even a surrogate sisterly relationship.
Instead, in this Season Clem has spent most of her time once more with male mentors (and Jane.) The growing relationship between her and Rebecca was so close to being good, but even that suffered from there being inexplicable gaps between Rebecca wanting Clem dead and suddenly calling her "family."
There definitely have, you're 100% right.
But the fact that very bad things are said (in my opinion) doesn't mean that we should just ignore all things we we think are slightly bad (in my opinion).

Could you give an example integrated with what the current storyline is? I get what you're saying, it is just that I like hypothetical game scenarios. Of course, the ideas can end up being incompatible with what we currently have. I guess that the obvious thing would be to expand their Ep3 cameo to something more substantial.

My hopes by the beginning of A House Divided, which got progressively weaker as the episode went on, since it was clear that they were not going to focus on those two for more than the necessary scenes for us to say "oh, so their "friendship" is a thing". I remember when the key art for In Harm's Way came out. That looked promising. We got slaps, a couple of scenes and the death of yet another unexplored character to further the continuation of her arc (it's kind of hard to call it "development" after what I saw in Amid The Ruins).

As their presence in Howe's Hardware was dependent on whether the player "succeeded" in getting them there back in 400 Days, I can understand that Telltale would have had an issue with making determinant characters present in Episode 3. To be honest, my vision of Season 2 would have been drastically different - for one thing, I'd have foreshadowed the presence of the Russians/bandits as rivals to Carver's community back in Episode 3 and then centered Amid The Ruins around an actual civil war between those two groups. Depending on the player's choices in the DLC, the sisters would either be neutral (if part of Carver's community) or hostile (if they didn't join Tavia) to Clementine.
But even if they weren't going to be major characters, the "cameos" of the 400 Days survivors could have been expanded upon more if Clementine was able to have actual conversations with them. Even if she's treated like a prisoner, it'd have been very helpful to provide a more positive dimension to Carver's community if Clem could have gotten to know his followers as more than just thugs. What would Shel & Becca do in the community, if not working as guards? Did Russell find his grandmother? How many children and families are there in the community? There were hints back in Episode 1 that Carver had no compunctions with using children as spies, so how come there are no child-soldiers in Episode 3?
Anyways, Becca's cameo in canon Episode 3 indicates that she was aware of Sarah and disdainful of her. It'd have been interesting for Clementine to have directly interacted with her and discover a successful result of Carver's indoctrination on young children.
