The Boat Plan probably would have never worked.
It PROBABLY wouldn't have worked, it looks like walkers can move even under freezing water so they could have easily grabbed someone from the boat or bit them. This has already been established it wouldn't work, but it makes me realize how stupid the plan would have been. Its really even more dangerous than being on land.
