Since everyones swearing 24/7 clems probably gonna pick up a bit of it too.
It's part of growing.
When you are are talking about the little girl that used to get mad at you every time you would swer, it is kind of a big deal. I am of course talking about her character growth, cause, generaly, it not a big deal.

I was kinda shocked. But truthfully, despite everyone swearing all the time - Clem said it when it really needed to be said. There was no dancing around that line. Due to that, it had a massive impact. Her saying it at the last episode symbolises her growth as a character and that she is no longer the sweet child Clem - she won't be again.
Well the option is "You're fucking crazy"...
She only got mad because her parents got mad. That kind of reinforcement died when they did.
Well Over Time it's gonna rub off on Clem, but most of the time when Clem swears it's an option...
When Clem swears it usually is impactful and means something.
I was actually waiting for Clem to drop an F-Bomb this whole Season. What we actually got was far from what I wanted, though. I would have preferred that Kenny and Luke were fighting for some reason or another (Not to the extent of the Jane/Kenny fight, just trading punches) when Clem has the option to say "Stop fucking fighting!" or some variation. Hearing Clem drop an F-Bomb can be a powerful thing, especially for those two since they care for her so much. It could probably bring them to their senses even, realizing how badly Clem wants them to stop.
It could work as a line, but I do not think that it would have any impact on neither of them.
