This bothers me a lot as well. If the walker bit him while he was caught in the fence, why didn't it eat more of him?
I think he got bit fatally in the neck, survived for long enough to escape the walker's field of sight, then purposely tangled himself in the fence because he didn't have a gun to shoot himself.

And also, I think he trapped himself in the fence so he didn't kill anyone when he turned.
