Clem and AJ are the closest Kenny will ever get to having children again. That's enough reason to say they had an emotional bond. Or at least HE sees them in that way.
Also, Clem and, for example, Mike, were, well, also "friends". To be honest, you can kinda say that everyone in the group was friends with each other. It was just Kenny that couldn't get on with anyone but Clem.
The point is that, at the very least Kenny saw Clem and definitely AJ as children of his own, even if they (or really just Clem) didn't see him as a father/uncle-figure. And that regardless of what their relationship was, it was the most powerful of the whole group by miles.
