I have heard in season 2 episode 2 you can make sure Sarah does not take a picture. Is this true and if it is, how does one do this?

It isnt true. If you say no she takes a #Selfie
Not true, Carver has to find the picture of Sarah every time.
If you keep refusing to take the picture, Sarah will just turn the camera on herself and take her own picture. The picture she takes on her own is the one that Carver finds when he searches the room.
It's unavoidable simply because it tips Carver off that Clementine is lying about not knowing the group. He's suspicious beforehand, but it really just confirms his thoughts that they were staying there once he sees her picture.
Just tell Sarah that your not in the mood, then she'll take a selfie. But Carver will find the picture anyway.
