Clementine As Leader
I personally think that if there is a situation where Clementine became a leader it would perhaps be over a orphaned kids group,ages 9-12, that are wondering in the woods, who lost their guardians in some kind of catastrophe. And all of them, seeing how brave Clementine is, see her as a big sister, someone with authority and wisdom.
Or maybe, there's a group that been gated since the outbreak. And the leader is having problems because this group never had encounters with the outside problems of the world. In fact, the whole camp is naive about walkers.So, when Clementine shows up, she acts as a adviser of the outside world. Or the leader can just take credit for Clementine insights and act like that he/she lived Clementine's experience, so Clementine's advise sounds credible.People wouldn't listen to a kid, but would listen if the advise that came from a adult's mouth.

Clementine inadvertently becoming the leader of a couple of kids makes more sense to me than a group of adults expecting her to accomplish everything.
Even if it was a mismatched clique, like trying to work with Sarah and Becca at Howe's, I could picture a potential dynamic developing from it.
