Buuut I do agree that the voice actress didn't put that much emotion in her character...
Clementine had emotions but was mentally strong and capable in ways that your average 11 year old wouldn't be. This didn't bother me really, but I can see why other people hated it.
I don't think there was a single moment in season 2 where she should have been 'happy', except for perhaps the raccoon scene, and that was more excitement than happiness IMO.

They had night shifts, venturing night sallies, killing walkers alone, because men no longer have to protect them. She was accustomed to this way of life and it will never make it without emotional. I think her monotoned voice is apart of how she handles things now, she's seen countless peolpe be murdered/killed. Obviously it has hardened her and she isnt going to get as emotional about certain things. I also found Clem was in that "I'm an adult stage" of being a pre teen/teen and she tried her best to remain mature in all situations.
