I always thought that Negan was a better and more complex villain than the comic book Governor, who was just cartoonishly evil.
And if there's one thing they do better on the show than Kirkman does on his own, it's writing the bad guys. They took a stock bad guy character like the Governor and turned him into a really complex and nuanced character who was sympathetic at times.
I figure he's probably a second half of the season guy. They seem to be setting up a Rick vs. Morgan storyline, and they still have to cover the romance and the herd hitting the walls. I figure the mid season finale will end with Jesus showing up personally, or perhaps a less comic-booky version of him.

The show writers are pretty good at making Kirkman's more outlandish characters toned down and realistic. Michonne, the Governor, the cannibals, even Eugene.
Eugene, I haven't read the comic in awhile, but how is he different? He defintely sounds cooler and the whole Tara character adds another element, but I can't think of anything else other than that.
