I think that particular comic character just doesn't know that people can walk among herds, so he got pretty shocked at hearing whispers.

The situation is that there are two guys, Marco and Ken. Ken is injured, and they're both exhausted. They see a herd coming, and hide in a d… moreitch. All of a sudden, they hear whispers. Marco leaves Ken because he was afraid, and then tells everyone at the Hilltop that it was the walkers talking.
My guess:
There were people traveling with the herd, using walker guts to disguise themselves(though it was raining, so maybe some other way?) and were whispering so as not the attract the attention of the walkers.
I kind of like this. I am assuming it's just Kirkman trolling us and Ken and Marco were hallucinating, or there were people moving through the herd. But if the walkers now have some form of limited speech, it could be cool. But I would prefer it if it would maybe be just the walkers repeating things (although somewhat badly considering that they are falling apart) that they said when they were alive or just before they died. It wouldn't make them a bigger threat really, but it would make them creepier I think.
A horde of walkers clamoring at the walls, whispering and moaning about going to work, getting a coffee, screaming in pain, etc. Hahaha, could make them scarier again. Or it could just make them unintentionally funny.
Nah, knowing Kirkman's penchant for teasing us with something and then speeding off a cliff at 80 miles per hour in a different direction (thank you for that reveal that Magna's group think Negan's full of shit, I was almost interested in the story) he'll probably reveal that it's a new enemy group that actually lives among the zombies, but routinely slob themselves with the blood and guts. Or maybe make it a crazy religion that worships them and has them pretend to be them for spiritual reasons. Because having smart zombies would inject some life (no pun intended) into the tired stories he's writing, and we can't have that can we.
Also, Kirkman himself stated that his zombies don't get smarter (like Romero's), but continue to rot. So that's why I doubt the zombies are the ones talking.

And I'm sure it's perfectly normal for them to see all these zombies, but to be right in the middle of so many of them, when just one can literally look at you funny and you're fucked. This is my favorite zombie movie. Super fast, can talk, can even think and plan out their traps. The scariest, most inescapable zombies.
