When you have big and stable community to live in, it means that you have doctors and proper conditions to have children. Rick's community in comics stands stable for 2 years already, so if I would be in a place like this, I wouldn't really mind having a child, because repopulating might be important. And if there's a lot of people in the settlement, you don't have to worry about incest.
