I think they'll be a bunch of groups who've made it but been disappointed, so they join up and attempt to make a community, but it doesn't work. Basically, as bunch of groups all over the place fighting.
what a great plot twist that would be if she is the leader at Wellington and the pizza and ice cream choice is actually choosing between staying at wellington with Lilly or leaving with Kenny.
I actually think it'll be a safe place with people living in a good community, with actual shelter in actual homes with walls and a roof over your head, not just bunks in a prison or in a hardware store or something. There might initially be a fake-out scene where they think there's nothing there, but the Wellington peeps were just somewhere in a safer place. Having a tyrannical leader would be a very tired plot line, as others have said. Once they get there, I think the conflict will come elsewhere, maybe from Clem's group itself.
Wellington is full of survivors, there are people, houses, water, hapiness.....and a playground.
In my theory, when you are done talking to the leader of the group, he /she will say something like "you dont need guns around here, you can be a kid again. Why dont you go to play to the playground?" The leader leaves you alone and you have the option of whether to go to the playground or go to your new house. If you go to the playground, clementine plays alone in the seesaw, she takes her gun and you can choose to keep it or throw it away. If you go to the house, you see a treehouse in your backyard. You can go in there or stay inside the house.
Basically, you can let clementine be a kid again, or maybe a cold-hearted person. Or a mixture of both

That will be the Karma moment : if you became selfish and uncompassionate, they will know or find out (or feel it) one way or another and you won't be allowed in. If you maintained some redeeming values through your actions, this great community will take you in and this will be your reward.
Most ironical hypothesis, Lily is there and if you made it with Kenny, you are told to GTFO or choose between Kenny and being invited. (I would personally hate that but that would be interesting) EDIT - no better yet : you'd also have the option to expose Lily for Carley's murder back then, this being be the crucial moment when you finally decide between Kenny and Lily, a closure to the greatest TWD dilemma.
