Christa. She has two years under her belt and watched over a girl of nine years even with the loss of her boyfriend and baby, especially since she had no reason to follow the promise of a dying man.
Jane had two days with Clementine, tops, and though she teaches her better techniques on how to handle walkers, she doesn't show any signs of maternal instincts towards Clementine, or AJ for that matter.
Mother figure? I would say Christa. Almost looked like Christa was ready to take care of little Clem as a mother when they first met. I like Jane, but she can be a bit of a bad influence (giving alcohol to Clem, leaving a baby in a snow storm).

Christa is the better mother figure, definitely, but Jane is the big sister.
And in the world of TWD, I believe a sister working with you is much better of a mother working for you. I mean, come on Christa, two years and you never got around to teach Clem how to tend a campfire?
I don't really like either of them, but while I hate Jane more, I'd have to go with Jane on this one. Christa didn't treat Clem all that well, based on what we see in All That Remains, Jane showed that she does care for Clementine, and when it comes to survival, Jane knows a lot more than Christa does.
Christa. She would never leave Clementine, just like Jane did in episode 4. I know, I know - she came back. This doesn't change the fact that I like Christa more.
Don't know them, to make a judgement call on their mothering skills.
If i had to choose i'd rather stay with Walter.

Atleast with her Clem would be able to talk about all the crap she goes though.

But to make my point, Jane tried to leave, and she did something stupid to prove a point.
The only thing good about Jane is her survival skills are awesome.

Don't read too much into the campfire thing - Christa did indeed teach clem how to sew up wounds, so clearly she did show a hell of a lot to get that far.
Gameplay comes in front of story sometimes, unfortunately, and they needed to give the player something to do in the camp.
Either is good, neither of them put Clem at risk really, even accidentally. Certainly less so than Lee, Luke and Kenny.
Funny, these are my least two favorite females in the whole game. I would say Christa, mainly because she has been with Clem since her transition into a survivor from a little girl.

Of course Christa would fucking own in the mother category.
Both of them are good to have by your side. I'd stay with Jane, she is more fun to hang around with and a better survivor but I think Clem would pick Christa because she spent more time with her.
I agree... somewhat. In a game that has some form of controlling the pacing of the action taking precedent over actual story. Then yes. However, TWD is basically a film that we at points get to slightly alter and that's the entire gameplay, other than some QTE's and parts where you can walk around a space. There isn't a lot of moments of challenge or any direct gameplay.
This means the game mimicking film, it has to be a bit more focused and tightly written to help keep itself in line with the pacing it wants. We don't control it, so it's all up to game to point us to what we need to see or witness in order to gain an understanding of it's tone. It's more direct, which is a lot more challenging to pull off and it means goofs are easier to spot.

Christa seemed awfully cold and resentful towards Clementine for the little time we saw her in S2, but that could easily be the aftermath of losing Omid AND her baby. She might have ensured Clem's survival during a very long and hard period, but I doubt she harbored the same love that Lee did. Unless, of course, the player decided to characterize Lee as a complete asshole.
Jane, on the other hand, is sort of meant to be the inverse of all Kenny's issues. Where Kenny is hot-headed and dangerously emotional in any given situation, Jane is ruthlessly practical and calculating. While a part of her might genuinely care for Clementine, if it came down to the wire, she'd sacrifice Clem to a zombie horde to guarantee her own safety. Both are extremely problematic mentors to have in the midst of of the zombie apocalypse, and the only "perfect" parent figure Clem has had to date (which, again, depends on how the player chose to depict him) is long dead - or undead, as the case may be.
Alive one.
Jane is one of my favorites but it's easily Christa. I'm trying to think what Jane would do if she ran into the scavengers, I don't think her top priority would be to save Clementine like it was for Christa.
Well after Jane saved Clementine on the lake, took care of her afterwards and came up with the vicious plan to provoke Kenny. Sure thing, Jane would not give a damn about Clem.
Christa is definitely the better guardian for Clem

I think it also comes down to who you bonded with as a character, I knew I liked Christa from when I first met her in Season One. Plus...she did make a promise to Lee that she would look after her (in my play through), and I have no doubt she would have followed through with that.

The plan to provoke Kenny was to prove to clem that she wasn't safe around him - it was entirely based around making sure clem is safe.
So yeah, Jane does give a damn.

Christa/Omid made Clem go into the bathroom all by herself, without checking it, before the time skip. They had no idea what could've been in there... walkers, bandits, murderers, rapists.... It was completely irresponsible of them because they cared about "kissing stuff" more than protecting little Clem. As someone who has a lot of children in my family that I see on a regular basis and knew my whole life, hearing people say that Christa is good for Clem simply because she was there longer than Lee or whatever absolutely enrages me. Christa and Omid suck as parents and that is the truth. I will never change my mind on this.
