I like to think Javi is/was from Wellington and he meets Clem there, or depending on the endings, he meets her during a supply run, out in the road, after losing Howe's to the family or walkers, or saving Clem from scavengers in the alone ending.

Javier is shown cornered by walkers, armed with nothing other than a mop.
Just as it looks like he's a goner, a car with heavy metal music playing inside comes speeding along, knocking into the walkers and sending them flying.
The car pulls up alongside Javier, and the window electronically winds down to reveal Clementine chewing some gum, and little AJ riding shotgun in a baby seat with some shades on.

Wellington is a good point. But in 1st interview they said they will be together because they will have common aim. May be they lost their peoples (Jane or Kenny, christa so they are sticking together and trying to find them.

Most of the people hate him already, imagine if that actually happened... People would flip their shit over Kenny.

But what a bold move to make. You have Kenny/Jane instigate the situation, they escalate it, they leave Javi no choice but to do something which results in their death.
Sure its risky move, but what a way to introduce the character. It probably helps that I hate Kenny and don't care about Jane very much.
