So when it says it's released on August 2nd, is that Midnight in the USA time zone (I.E 6-8 hours later for the UK) or does it mean just releases at Midnight on August 2nd wherever you happen to be?

Yeah well since it's out in a few regions already I guess it makes sense to eliminate the first bugs right away... Though I am pretty happy to see that they seem to give out patches pretty quickly. Other games make you wait for a monthly bug fix patch sometimes.

Why so late with the iOS release? It's 6 weeks after launch. Every other telltale game has had the iOS release only days after.

I'm expecting the first episode to be ready to play in 19 hours from now. That is when Steam updates. I would be very surprised if it came out in an hour.
So just to confirm, if you pre-ordered the game on PSN, you will be able to play when the timer runs out. I won't go too much in depth here but from the menu on it looks pretty awesome! As a big fan of the character and Rocksteady's games, this will be a treat to play as well. Just by playing through the prologue I can see the depths they can take these great characters and I have every trust in Telltale that they will. Also, the combat system seems really fun and expanded. I could go on and on but I'm going to let you guys experience this for yourselves.

It might have to do with their new engine upgrade if I had to take a guess. Perhaps they encountered some last minute issues or needed more polishing?

It was supposed to release on the 2nd along with the PC, Xbox One and PS4 versions of the game but yesterday when the Batman support page went live it listed the date as "coming soon" so it looks like there is a delay without a known release date yet.

Some storefronts update at specific times; for example, I think Steam always updates at 10 am PT.
