We know that she is 13.5 in season 3. So I think Aj is a solid 3 years old (13.5- 10.5 = 3).
so Aj might be albe to walk and crawl.
but he may not talk properly. he will probably use incomplete sentences.

I checked the retail date listing that the "very very very very soon" tweet was talking about and found out it was "December 31, 2017"
So it's pretty much confirmed that S3 will release on December 30, 2017. It's so obvious. xD
