Was there ever an exception to the "Rated 2 weeks before rule," other than the season pass disc? I'm pretty sure every episode is rated 2 weeks before it's released and, unless Episode 1 is rated today then I'd say that a November release date is unlikely.

We don't know wether or not Episode 1 requires an additional rating. It's possible that Telltale only decided to delay it for a week or two after having the finalised Episode already rated.
