Episodes usually premiere at 10am PST on Steam. For reference: That's about 6-8pm in Europe.
On Playstation Network, the countdown says that it will be out at midnight on the 19th/20th. Your timezone doesn't seem to matter (it says midnight EST on the US preorder site, but also on the German site), which also explains why some people had Batman Episode 4 so much earlier than others (Australians and Asians i.a.).
Not sure about XBox, but they usually get the Episode on the same days as PC and Playstation.
Mobile is probably the reason why Telltale said "week of the 20th" instead of just the 20th. They announced several times with recent Episode releases that the Episode would be out the same day on all platforms, only to delay the mobile version. People were understandably upset with that, so Telltale might have learned from it and didn't make promises they couldn't keep.
Also, I feel kind of obliged to warn people not to buy this, or any Telltale game for that matter, on mobile unless they have no other choice. Performance is poor and Episodes are often, if not most of the time, delayed a few days or even weeks. Of course it's not my place to tell you not to buy it on mobile, but I'd strongly advise it. Like, really strongly. Like, Blockbuster strong.

This definitely seems more plausible. I like it... but allow me to raise you up a scenario.
Javier is searching in a building in the town seen in the teaser for supplies. While searching he hears a sound. He grabs something as a weapon (his gun is taken from him as revealed earlier in the game). He turns a corner and run right into Clementine. She points her gun and he draws his defensive weapon. They're both after the same supplies/items in the building their in and have a heated confrontation over said items. Then, AJ is revealed to Javier, causing him/us to back down. Choice dialogs ensue. The first major choice of the game in present day happens here; a trust/compassion related choice that will play in the dynamic and trust between Javier/us and Clem.
While I agree with the people that said this shouldn't happen, I wouldn't really mind if Clementine entered the picture not by saving Javier… more, but one of his siblings. It makes no sense that Javier would need rescuing, but maybe his sister gets into some trouble and Javier can't reach her in time, so Clementine saves her.

Yes PS4 version. I've just preordered season 3 and I tried to download season 2, only to notice that I have to paid 20 $ for it. Maybe I did something wrong, dunno.
Try restarting your console and check again? I don't know I don't have a ps4 so I don't know how it works. someone said you should have a "download" option when looking at the game in the store.

I believe it is like you said latterly; PC/Mac get it Tuesday so on and so forth.

Preordered it too. Dunno why but by preordering it, the hype never fades away.
I predict that episode 1 will be named "Together We Rise" or something similar.
With Episode 2 being named "Divided We Fall", that would make sense.
