A refined Brenda that doesn't cannablise people.
Interesting at the moment but we haven't seen much of her. I'm excited to see more so we'll see what happens.
"Oh no, that friendly sweet old lady turned out to be a villain" - cliche.
I think she used to be a decent woman, and good for her family and community. She is somehow a manipulative character.
The bad situation in the ZA and losing lots of loved ones in her community and family brought her evil side to protect the remaining in the community in desperation.
She is not the classical sadistic villain like Carver, Negan or the governor, but a hidden one. This makes her more dangerous.
Norma 2.0
Nothing special villain wise at least not yet hopefully they don't off her in the next episode, Telltales villains typically don't get a lot of screen time so they end up being less memorable as a result.
Seems like a really slimy and manipulative person. I've known plenty of them irl and look forward to taking down Joan.
Her voice doesn't match her looks AT ALL.

A HUGE step up from the Walker Texas Ranger Villain in a Lifetime Movie the previous Season gave us. I really like that they, if she sticks around for the finale, finally have a villain in the main series that isn't just "Evil/Sick White Man #12," that she actually has a sympathetic backstory and motivation to engage in her villainous activities, and that her formal behavior seems legitimate among a bunch of lawful thugs, which helps give the New Frontier that much more depth. Though I am curious as to why she felt destroying other communities(if that wasn't just what Badger did to Prescott) was an acceptable means to her well-intentioned ends.

She was probably born in the USA and seemed to be well educated. So she talks like every educated American person.

Norma appears like a Hilbilly/Redneck woman who loves to bully peoples. It is obvious she is a bad person.
Joan is more a fake old friendly lady with a dark hidden agenda, similar to Brenda. She is very clever and appears to be sympathic.
No one in the community would expect her to be this evil villain.
More like a Cajun that will get rough and tumble if somebody crosses her to the point she feels being reasonable isn't gonna cut it.
To be fair, Brenda was definitely naturally friendly and wholesome. It just so happens that cannibalism fit into her family's values for survival.
Time will tell if the same can truly be said about Joan.

Joan is a decent villain in my book for a single reason.
Her logic makes The Saviors' logic look like the rules to a pre-school class. Allow me to elaborate.
The Saviors would kill a single person from each group they found, take half of their stuff, then leave them alive to produce more. Pretty terrible, right?
Well... Joan's logic is: "Kill all of them and take all of their stuff." I don't really think she feels guilty and I highly doubt that she's going to "have to live with" Marianna getting killed.
I hate to get political but she's basically Hillary Clinton in the apocalypse. Especially with the way she talks, thinks, her posture, hell she even has a gray streak in her hair.

Secretely blood on her hands and get stuff for her community survival on the suffer of other peoples.
In her own community she is known is a sweet mother figure and saviour.
This way Joan is much worse than such predictable villains like Carver and the Governor.
Liked her more in her X-man days.

She's ok for what she's meant to be. I was hoping we'd have a more interesting villain, but Joan could work.

I really just don't think about Joan. They could replace her with a broom and we would get the same amount of depth and menace.

Waiting for more development. Right now she's your typical vilain who did horrible things for the good of their people or pretends to anyways, I'm more excited to see of we can use some political drama instead of brute force to take her out in the future.
Or used to sweep a floor, chase a mouse out the house, I could shake it at those damn kids playing in my yard.

Joan as a villain isn't honestly interesting at all. She's a post-apocalyptic Martha Stewart that for some unimaginable reason a group of thugs decide is their leader ( Badger and his crew are rough characters ), and are almost afraid of...? She manages to make less sense than Brenda ( the mother of the two terrors, so they're used to her guidance ) and Norma ( her or her brother more or less co-ran it, with him as the 'security or enforcer' and her as the diplomat ).
She's not physically intimidating, and doesn't behave in a threatening manner. Joan obviously isn't providing any sort of strategy to the group of men risking their lives to raid the communities. They'd have the fire power, and intimidation factor to have no need for her to pacify the others they live with ( a handful of them took out a fortified community easily. ) So you're left wondering... what's the angle? I've seen better Austin Power villians.
Don't get me wrong, I'm a bit supporter of Episode 3, and I'm glad she exists if for no other reason than David wasn't made into a generic forced bad guy. But I also think a better angle to work would've been Spinach Man or Dr. Druggie as the kingpin. ( Dr. Druggie pushed for the raids as he was running low on his self-medication so he would've been the seasons Heisenberg/Jesse villain or Spinach Man was sick of sugary junk food after four years of pudding and Spaghettios. His motivation of raiding the community was for saplings, seedlings, and sustainable crops realising that scavenging the area was becoming less and less sustainable and far too high risk. The community needed a method of resuppliable foods and better fortifications against herds.
