Bonnie is an honest and apologetic person, and she hates seeing people get hurt (if they've wronged her somehow, she is a little less sympathetic).
The only reason Lilly went so crazy is because of the manner in which she lost her father and the fact that there were no repercussions for Kenny.
Ben is a good kid; he's young and he's naive, but he has his heart in the right place. Sure, he made a few lulu's here and there, but cmon, EVERYONE makes mistakes.
Arvo is fine in my books. As explained by TellTale, he was actually trying to escape (along with his sister) from Buricko and Vitali. If you also look at the Russian translations, he wasn't very willing and didn't want the shooting to happen in the first place. (Also, LUKE'S DEATH WASN'T HIS FAULT!!!)

Lilly was a super annoying person already before her cruel waste-of-human-DNA father was prevented from zombification by Lee and Kenny. No repercussions needed when you do the right thing.
Ben might have the "heart in the right place", but that counts nothing if you fuq up everything on a daily basis. He never did anything right. Remember when he took the fuqing hatchet that was blocking the door which kept the walkers outside? Or when he even left Clementine alone, cornered by walkers. Wtf. No excuse for that. That's when you have to go.
And I really don't care if Arvo was trying to get away. He was part of that group and lured Clem and Co. into a trap, instead of warning them or trying to ask for help to get rid of the other russians.

Yeah, he definitely showed his heart when:
* he took Javier hostage because of some gas that Javier wanted to give back as soon as he k… morenew it belonged to someone
* he was Badger's lapdog and was lacking courage to stand up to Badger's insane behavior at the junkyard, prescott etc.
* he was part of the raiding-crew and had no problems with killing innocent people during all these raids
* he fired his gun at David and Javier in Episode 3
Max is a thug. And a wimp who starts to beg for his life as soon as he isn't in a position of power anymore.
