Season 2 was a clusterfuck, and one of the reasons - perhaps not the most major one, though - was that Clementine was the protagonist, and she was just an 11-year-old. This meant that she went around saving people, doing everything for everybody, giving adults life advice, and all that kind of crap that just felt off.
Lee was an awesome playable character because we could actively interact with people and the story without it appearing to be off, plus Clementine as a sidekick guided us in doing our choices. But in Season 2, we have Clementine giving Rebecca advice on her life, fixing up a wind turbine even though any adult with half a brain could do it, and all other kinds of shit.

The main thing Telltale wanted you to do in S1 was to help Clementine prepare for the apocalypse and teach her the right and wrong of the new world. Before S1 was over, Telltale started to use the hashtag #ForClementine for marketing to get players to care for her, the same with #MyClementine for S2. They didn't use #ForLee for S1 or #MyJavier for NF. Clementine is a fan favorite and the main, major character in the series, the only original one from S1. It wouldn't feel right if they just shove Javier in the story and say "It's this guy's story too". It's like creating 3 or 4 stories about Superman but in the 3rd one, having DC decide to place Jimmy Olsen in his story and say "Oh, this is Jimmy's story too, even if you Have no idea who he is."
Now, I'm not saying this season isn't about Javier, because it is. That's why most fans don't like New Frontier because they introduced a new playable character who we have no idea about instead of Clementine. We've been through so much with her, why should we care about this new guy and his family?

She was the most badass 11-year-old who ever lived. You're dismissing her the same way Carlos dismissed her. If Telltale had put more effort into making Javi an engaging protagonist along the same lines as Lee, your argument would have more weight. But they didn't. By trying to appeal to the "newcomers" through Javi, all Telltale succeeded in doing was alienate the fans who were there to watch the next chapter in Clem's story.
