Atlanta is a pretty big city, don’t you think? Lee at least knew Hershel and Glenn, that much we do know.
Doubt it. Rick was a state trooper in the area of Atlanta, as I recall. I can't remember if there was a specific town mentioned or not. He probably saw the news in the media and that is probably the extent to which Rick would know Lee.

As @Explodingkittens971 said, the comic version of Rick was actually a police officer in Kentucky, it was the show that made him a cop in Georgia. And since the game is set in the same universe as the comics, there is no chance that Rick knew Lee.
