Hm, does that mean we might see an updated model of S2 Clem and AJ if Wellington is in this? Seems pretty likely. I like the story these places are telling too. Obviously these places are important and how much story these places will be a part of -- I can't wait to see!
When I first opened the page, I thought it was a troll because that first picture's style looks a lot like Tales from the Borderlands and I thought they just ripped concept art from there.

Best guess is that scene will never happen. Its technically not an official screenshot either. Lets not forget about how almost every screenshot releases for Tales from the Borderlands before episode 1 was never in the game either.

A city is established and incorporated by a vote and has its own agency outside of any County control. A Town is supported by a County/Parish and the County must provide services to the unincorporated Towns or Villages within its borders.

So, I didn't know wether I should start a new thread for this or not, but I'll use this thread for now. Here are all images with some details I noticed. This probably doesn't work well on mobile. I marked things I consider important in bold text.
Airport
I. There's a plane that hasn't been scrapped, which also appeared in the leaked screenshot. Perhaps it actually works. (note: the circle shows the wrong plane, the one in the leaked screenshot is actually the one in the foreground)
II. Both the tower and windmill are in relatively good condition, so the townspeople seem to have taken good care of them. The windmills are probably their main power source.
III. Though hard to make out, the sign says "Bath House". IV. Chulburg (assuming that really is its name) has its own bar.
V. It also has a gas station. The hard to read neon sign next to the "Gas" sign says "Garage".
VI. The picture says power line, but I have since then made up my mind and decided that those are actually two of the windmills seen from the entrance gate.
The overall impression I get is that they really want to rebuild civilization, in the form of an actual small town with amneties and not just built for day-to-day survival. Chulburg also has electricity: see the night picture.

As stated above, the town has electricity. However, they use burning drums nonetheless, probably as a heat source more than a light source.
Center
The so-called center (file name) is made up by scraps of metal and all other sorts of rubble stocked up around (presumably) an old plane hangar.
I. Amongst other things, they used scrapped mobile homes, apparently to make the place bigger. II. The townspeople seem to have scrapped most helis and planes around the airport for parts. The only potentially whole plane is seen in the first picture. III. There's a Texas lone star on the side of the building, further evidence that this used to be the airport of Schulenberg, Texas.
IV. There's a A/C Unit, but the picture doesn't show enough to say for sure wether it's working or not.
V. Parts of the hangar. There's an old gangway. VI. There are seemingly working solar panels, which probably contribute to the town's power supply.
Entrance Gate
They built a wall or reinforced an existing one around the perimeter with metal scraps etc. There's a walkway for guards.
I. They took the street sign of Schulenberg, Texas and refitted it for their purposes: they corrected the population number, then seemingly renamed the town Chulburg. This might prove the Texas setting for the game.
II. Again with the scrapped heli parts. The one on the wall seems to be there to reinforce the ladder, maybe. The one on the ground might be a slightly elevated "outpost", perhaps elevated to keep walkers out.
III. One of the guards. Also, if you look closely, there are a lot more people in the background. IV. There are more windmills than just the one, which I also mentioned under the airport picture.
V. Because Patriotism is important. On further inspection, it might not be a flag after all, but still...'Murica.
Gravesite
I. A grave. I don't know what else to say, I won't go into details about who might be buried there in this post.
II. A seemingly scrapped car. Just thought I'd mention it.
III. A campsite for two. Make of that what you will.
Carver's Office
I. The windows have been boarded up, probably to sturdy the place up. II. Carver's office was situated indoors, yet there seems to be sunlight flooding in.
III. Parts of the ceiling have collapsed for unknown reasons.
IV. The skylight also seems to be broken.
V. A badly photoshopped pile of debris.
Something definitley happened at Howe's. Parts of the ceiling caved in, perhaps even more of the building (since there's sunlight). These aren't just signs of aging. Very mysterious.
Wellington
I. There's floodlights close to the walls. Curiously enough, these aren't used in the night picture, where there are suddenly more mounted on the gate for whatever reason.
II. There's a crane, which was already there when Clementine and Kenny got there in Season 2. III. The vegetation is much more lush than when they first got there. This might be a redesign, because no trees grow that fast.
IV. The Wellington people make good use of the trees. V. The snow is melting, indicating that it's spring. Since the game is pretty much bound to be taking place in fall (Clementine is 13 and her 9th birthday was in fall in Season 1, four years before A New Frontier), this might be what we'll see of Wellington before we inevitably have to abandon it.
Wellington seems to have gone through a minor redesign regarding the trees, but otherwise it looks like it did in Season 2.

Actually in TWD New Frontier, its been two years since season 2 ended.
He only quoted Kenny from "No Going Back". Kenny says it when Mike mentions they should take the truck south to Texas.
That "plane" in your first circle is just a wing with a rotor'n engine and landing wheel, how's that not scrapped?
