North theory [TFS EP2 + COMICS SPOILER ALERT]
Since Clem and the school are in Virginia couldn't the group up north be either The Commonwealth in Ohio (comics) or Alexandria and company, depending on the school's location. This could lead to one of two possibilities, considering a war between Alexandria and company and the Commonwealth:
1. Lilly and her group are part of Alexandria and co. and are doing this behind Rick's and the other leaders' backs. Perhaps the Saviors?
2. Lilly and her group are part of the Commonwealth. Due to the big distance The Commonwealth decides it's a good idea to set up camp(s) nearby. Camps, because it's called Delta, meaning there could also be alpha, beta and gama.
What do you think? Afterall it's the same universe, ttg and comic.
