Troy and Clive are just kinda...there ._. They exist and do things, but none of which quialifies them as human beings.
Troy and Clive are both jerks who work for a leader who is oppressive/restrictive, whom they seem to suck up to a bit. They dislike when the authority is disrupted and are willing to get violent for it.
Troy was also kinda lazy, quick to get angry and raise his voice, threw around insults and curse words like second nature, and despite all that, was willing to slightly bend the rules for Bonnie and to an extent Jane's sake, was visibly uncomfortable while Carver was beating Kenny, and seemed to legitimately have feelings for Jane, to the point of considering leaving behind his position within Carver's Inner Circle simply because she suggested he leave with her.
