Episode 3 was supposed to have huge focus on Tenn. But it didn't really.
I think there's a lot of interesting things Telltale could do with Tenn. Let's hope that his huge story gets pushed back to Episode 4, if not then it were scrapped, the last time we heard of it was in April, so quite recent. But I think we'll be let down again, because there were a lot of interesting things Telltale could've done with the story and characters, but they missed those oppurtunities.
As long as Take Us Back is Season 1 levels of good then I'll be happy. I have a feeling that it'll be like those episodes in cartoons where all the main characters get split up and are forced to work with people they don't like, rekindling relationships and revealing things that can shake characters and players alike to the core. At least as a first half that would be interesting.

Nothing is interesting about Tenn except for the fact that he is a bit smarter than a normal kid his age and that he has this scar on his face. Give his screentime to mah boi Louis.

Yeah, this is something else I've kinda been wanting to talk about: this story has been really stingy with Tennessee after the first one.
It's a shame because, like Louis and Aasim, he's a pretty refreshing character with a distinct and interesting, yet easy to understand and fit in worldview. This idealist mindset & shy nature, combined with his various relationships with AJ, Violet, Marlon, Brody, and the twins, made him a natural shoe-in for being the heart of this season. But for some reason(s), the game doesn't really use him much; we still don't even have a hint of where his trademark scar comes from.
I think it's another part of why Minnie just failed to constitute as a character--the "main" character she's should have the most connection and weight with is barely even around. Instead, we get more pushing of her and Violet, which amounts to relatively minimal considering the story pacing problems Episode 3 has.

There isnt any story to tenn, hes a nice kid and thats it. Tenns role is to play in the twins plotline. He introduces it and is still part of it, hes also the foil to AJ going psycho, hes showing him the other side to life.
What Dennis is getting at is that the developers themselves showcased and more importantly described Tenn as if he had significant role to play in the story.
But as you've said, his story thus far is having a certain ideal of what happened after his sisters "died," finding out that they weren't eaten after all per Brody exposing Marlon's lie, and then being told their supposed current conditions offscreen. All of which barely span five minute checkpoints..

Ohhhh, that's cruel and hurts my Louis-loving heart, and yet I still laughed at it.
The easiest explanation for this is most likely that Tenn and his backstory had a much larger role to play in an earlier draft of the story, which ultimately didn't make it into the final product. I'm willing to lay down money that his character design with the burn scar and all of that is a holdover from this era, and they just kept the design because it was still a distinct look for the character. You'd be surprised how often this kind of thing can happen in games. Besides, writing is a lot easier to change than character models/textures, anyways.
Bottom line being, I wouldn't hold my breath for some big revelation about Tenn in the finale. It seems like most of the characters' backstories/personalities have changed since what they said back in April.
I think we will get some Tenn backstory in episode 4. There's gotta be a reason we didn't learn why he ended up at Ericson. In episode 3 we learn about Ruby, Willy, Louis/Violet and we know Mitch's already too. The only one that was in the room during the party that we didn't learn backstory about was Tenn. It's gotta be coming in episode 4.
‘Supposed to’? Knowing more about Minnie was the priority in this one. Episode 4, they’ll meet up again, and it makes sense that this is done in the final episode.

As much as I love Tenn, I forgot he was even around until he got caught near the end.
