yeah i agree that can make good villains they just don't stay around for very long.
i am in two minds about the bad influence older kids for clementine though, it could make for an interesting conflict of wanting friends but not really liking their behaviour, that is a very common experience in real life, most people you meet and are around a lot have aspects of their personality or ideology that you don't agree with, especially when you get older.
however bad girl influencing a younger girl is kind of a trope, i don't know if you have seen the TV show once upon a time, but they recently had part of the season which was that trope, where the evil queen regina (now sort of gone good) had to become friends with and be "cool" around real evil witches by being bad, and it was sort of embarrassing to watch such a trope in an otherwise (for previous seasons) good show, and i just feel like that would be my feeling watching clementine trying to be friends with bad girls.
also there is the problem that me as the player would just reject a sociopathic friend for clementine and they would just be an irritant to ignore, but as i said i am in two minds about that kind of story, because if done subtly (and not just using your one sentence story idea as the whole plot) a "bad influence" storyline could be interesting, but it would really have to be done well to actually work.

He fulfilled his role perfectly and didn't need to waste time being morally grey to achieve this. The TV Governor's development was horrible and cliched, which in extension ruined his character for me.
The governor in the comics was not really a fan favourite villain (in my opinion at least), however his adpdation in the show, where he was … moremore grey, and you even felt some sypmathy for him aswell.
The point is, I'd rather have a grey villain that doesn't kill because he is evil, but does certain things for certain reasons.
He is pretty damn rational when he wants to be and has been shown to be remorseful to those who serve him faithfully.
Plus, Rick killed five of his men first and he only killed Glenn in retaliation. He really wasn't as bad as the Hilltop made him out to be in my opinion.
How was his development cliche? The comic governor was evil because he was evil, it was only until the novels came around that the character actually made some sense. But before then, when Kirkman wrote him without the intention of writing a backstory, he was one dimensional, unlike the governor we have in the show.

There aren't any "villians" in The Walking Dead. Everyone has their reasons for their own decisions, which is normally to survive. Its just some of those choices antagonize the protagonists, which was the cause in both Season 1 and 2. I want to see more of a tense conflict within the group in Season 3.
