Well considering the fact that Kenny died in about 50% of the players playthroughs, he obviously won't return in that playthroughs. And i highly doubt that he will return in the playthroughs were you decided to stay at Wellington and/or the playthroughs were you decided to leave him behind.
The only possible way for him to return in Season 3, is the Season 2 ending that i decided to choose. Yes...my Clem was stubborn as a damn mule.
