I've seen interesting development of Troy's character through fan fiction, but in the game he's nothing but a two-dimensional villain. Just like 90% of the characters in this game, his potential to be a fascinating and complex character was robbed.
To be honest, I saw Troy as a parody of the wannabe-survivalists who love the idea of the apocalypse but wouldn't actually fare too well in it. He's a weedy, sadistic, dim-witted bully who uses the excuse of following orders to abuse children, have sex with prisoners, and to be as rude and unpleasant as he wants to be. He's a genuinely weak person, yet he struggled so hard to fit into Carver's definition of strength.
I've seen interesting development of Troy's character through fan fiction, but in the game he's nothing but a two-dimensional villain. Just like 90% of the characters in this game, his potential to be a fascinating and complex character was robbed.

My definition of 'weakness' as a negative trait applies to morality, and if you're savage enough to hurt children then you definitely don't deserve sympathy. I find it interesting that the male fans all seemed to identify with him when he was killed, ignoring the fact that he was a terrible person and deserved a humiliating fate.
It would have been interesting to see that characterization expanded on. Instead of killing Troy, take him prisoner and strip him of his gun and of the power Carver gave him. It would have been a breath of fresh air to see this cocksure, bullying lapdog given a taste of his own medicine rather than just killed off in the blink of an eye. Who knows, maybe it would have even changed him for the better.
I'm only thinking of this now because of a model swapped video I saw, but it would have been a much more morally compromising and imo fascinating scenario to have Troy in Arvo's position. Instead of just using Arvo to exist solely as an object to make you question your loyalty to Kenny, you could use this genuinely unpleasant person who, post Howe's, is rendered into essentially a non-threatening prisoner, with maybe some (?) Troy will remember that moments to tease possible future usefulness or maybe even a change of heart--and he's getting the shit kicked out of him in a manner that you know isn't a fair fight. So do you support Kenny, your friend who's mercilessly beating an unarmed man, or do you support Troy, who's harmless now, but has done horrible things and may or may not do horrible things should he ever come into that kind of power again?

I was writing a pretty popular story about Nick, Sarah, and Sarita for a while there, but I kind of abandoned it due to having literally no idea where it was going. I might pick it back up, but it's dubious. Right now I'm considering writing something now where the group takes down Carver from the inside rather than escape, as a way to expand on dead characters as well as the neglected 400 Days cast.
Your friend definitely had a good idea going. Is she still planning to continue it? I'm interested in seeing what direction she'd take it in.

He's scared of he doesn't follow carver the same will happen to him. That doesn't justify his actions, but when Carver is no longer his boss, I feel there was a high possibility he was going to be able to undergo a change. He even becomes willing to put aside his gun and follow after the group, which is where Jane murders him in the gateway. He wasn't a threat at that point, Jane was just mad at him and taking revenge. And I think that's about as bad as what Troy did.
