There are different kinds of insane.
Sarah was more of the 'freeze in place' kind.
The Stranger was 'The Mr. Whatever his name was from R.L Stine's "The Baby Sitter" book series' kind.
The Stranger did alright. Clementine has. We saw a weak, and limited Sarah. If she turned out to be a raging psychopath with a high IQ she could be pretty dangerous

Reggie affected nobody in later episodes.

Neither did Sarah, Reggie gets consistently mentioned in Episode 3... whilst Sarah, a main character, only gets mentioned once or twice determinantly.
That's the episode where he was introduced AND died
That would've been sad, but given Sarah's character more depth. I wish Telltale would've at least made Sarah's gun lesson have some purpose.
