I really don't get the hate for S2, certainly don't remember much hate as the episodes were coming out. I jumped onboard around the time episode 2 of season one came out, enjoyed both very much. This installment has me cautious, though.

Season 1 was about witnessing and experiencing the downfall of humanity, Season 2 was about the remnant of humanity surviving the cruel apocalyptic world and hopefully Season 3 will be about humanity reemerging and trying to reclaim their lost territory in the new world.

It's safe to assume that something bad is going to happen. Whether that be the fall of TNF or they escape.

iv'e got a ps4 is there a way to get the episodes before the day its supposed to be released i heard that if you change the region in settings you could get it early but will this hurt my ps4?
You can't change your region that easily, only the system language. You'll have to make an US account to access the US store, and that requires you to change your IP, amongst other things (look up a tutorial). But no, it should not damage your PS4.

It's a new game, there's lots of hype, so they probably think "Well, if I can start here without having to go through the other 2 games, why not?"
Tbh the most disappointing part of S2 for me was there didn't seem to be as much downtime as S1, where you could just walk around talking to everyone. I think that really helped flesh out the characters. Season 2 didn't give us much time to develop more than a few characters and Clementine. But other than a few headscratching parts I don't remember many people complaining about it overall. I hope they bring back the hub sections.
Choices never really bothered me, for the most part they didn't really make much of a difference in S1, I usually just expect them to make the story play out slightly differently but generally the same.

I played it recently all over again and I didn't find it as bad although it still lacked depth and many choices didn't really matter.
