Erm, when? The closest I can see to an 'apology' that you describe is "I'm in a bad mood, okay? I want it to go away but it won't." That isn't really an apology to me and is more like him justifying his decision to ignore Kate.

Why? This attributes, fairly comfortably, his whiny personality. Sounding so emotive over a lost tape and using it as an excuse to hate the van in a post-apocalypse where such things are luxuries is enough wood to keep the fire burning in my opinion.

So how exactly is this supposed to void any points toward his personality? People react to grief differently - some by staying close to the people they love, some with endless self-blame and regret, some with anger etc. These all can be judged as points to a person's character, and is a reason why some people hated Kenny for his reaction to Sarita's death and blame on Clementine in S2E4. Why is it not the same with Gabe, who reacts by coldly discounting Javier's attempts at reconciliation and by insisting that he needs to learn how to 'be-a-man' or whatever.

Alright, since I don't feel like posting another paragraph for something I've already discussed on Reddit, here's the link to that specific thread of me discussing my reasons for not liking Gabe as a character, and why I don't find reason that Clem x Gabe would occur.
We're anti-romance with Clementine + a boring; edgy teenager whom is the opposite of Clementine, plus she's 13 in a zombie apocalypse with more to worry about than some angry kid who needs to "cool off" in the apocalypse. I doubt Clementine has any romance interest right now, especially with Gabe, she barely wants to have a friend right now. Keep the romance with Javier + Kate/Eleanor, I don't care at all.
To release the tension, I'd rather have a scene with the group like season 2 where they're all by the fire toasting to Luke's birthday, not some cringe tier romance (I'm fine with Javier though, but don't touch Clem pls). I mean, Javier already has had some romance like that if you went down that path.

Javier is a good solution to Season 2's "I'm going to struggle with the walker that is only a stumpy man" problem but he can't reasonably get put in that protector/guardian role for Clem. The sometimes forced in-game interactions between him and Clem and the overreactions by others, like Javi, Eleanor and Conrad, are the cherry on top.
He takes things for granted such as his safety with Javier and Kate, wishing that he could leave the dull but stable living in the van and wanting to meet other people - because that's not a recipe for disaster or anything. You don't need to be a 'badass' to see that things are going alright with this family (obviously, since they survived together for over four years), and yet he antagonises this way of life for... What? A night in a clearly occupied cabin? And pudding? When the walker herd is going to catch up with them in hours? This is the kind of idea that you'd expect from someone like Sarah, who unlike Gabe was actually sheltered from the apocalypse. I'm not expecting Gabe to have the third-eye or have the foresight of a seasoned survivor, I just expect him to actually use common sense.
And I'm supposed to find this kid, who keeps people like Javi and Kate at arms length, endearing? It's bad enough to put in a pre-established relationship with your protagonist and expect the player to connect with them unconditionally, but it's even worse when they go out of their way to make them exceedingly flawed with few redeeming traits outside of the care of his family/group, which isn't even a redeeming trait. It's just proof that he's not an asshole/sociopath.
His personality is on par with that of Ben. Now I'm not saying he's like Ben, he's not. He's marginally better. But the personality of Ben is something that a lot of people had problems with and is why people often group people like Ben, Nick and Gabe together as the 'screw-up.' Bluntly put, his character seems to be that which is sympathetic and caring to those in the group, but finds himself in situations which he can't help. And if, in his own effort, he tries to resolve said situations he either has no effect or makes the situation worse. This results in a character that is determined to make things right, restore others' confidence in him and redeem himself for his past mistakes. Which sounds fine, but there are problems with this:
This character is done to death, and four years in with the context of TWD where we've seen scores of more capable people die before him, it's not realistic or relatable at all.
It reminds players of 'screw-ups' and liabilities like Ben and Sarah, regardless of whether Gabe is actually on their level or not and regardless of whether the writers intended that or not.
It begs the question of "Where is this character going to end up?" Because realistically it ends in two ways: him either dying and leaving said character unresolved, or him achieving a level of competence that he's comfortable with... What a thrilling character to be invested in.
I'm not looking forward to what has been foreshadowed/planned with him in these two episodes either. The buildup that seems to be happening is a maturity of Gabe that is influenced by either Javi or David, as pointed out by Kate when she's talking to Javi on the road. I think you guys are judging him way too harshly, the way people do with characters who are considered to be weaker or screw ups, but I suppose its all subjective. I dont see any of that in him. We still have three more episodes to see how he develops as a character, but Im not expecteing huge dramatic changes. He's a child still and unless they do a huge leap in time, he's probably not going to be that much different, but we'll see.

I think the best way to handle it would be for Gabe to ask Javi for advice and have a couple options like "Go for it" or "Just be her friend."
