I wouldn't necessarily say it's garbage... just utilized in the wrong fashion.
It seems that their philosophy in creating it was to make it so it could capture the personality of 'your' Clementine. Not the choices she makes/made, but who she is as a person.
Now, that isn't a bad idea in and of itself... but in a game that prides itself on player choice, it doesn't make sense. Why make a story generator-- something that most people will only use if they lost their save files, and thusly, their choices-- but not even use those choices when 'recreating' your story?
Let's say you're moving over from the 360 to the xbone. Can you use the story generator to nail down a Clementine that is the closest to the way you played her on 360? Yeah, probably. But chances are, a large majority of the choices that particular version/cluster of Clementine made will not be accurate to the player's. Ergo, causing a disconnect. Not to mention that it makes it even harder to have callbacks to previous seasons, because you can't rely on the story generator to have accounted for what you did.
Honestly, they should have split the generator into two categories of questions; playstyle, and choices.
The 'playstyle' category would be how it currently works; all about nailing down who your Clementine is. The 'choices' category would let the player choose what they personally chose when playing. The generator would take both of these categories into account when determining what cluster the player will be part of.
Those all would have been great yet subtle ways to make choices matter from as far back as s1.
Unfortunately the story generator is garbage and doesn't really account for anything.
