Telltale didn't promised episode 3 on February. They promised news on episode 3 in February. Which it we've gotten. The episode is currently planned to be released late next month.

I have a good feeling it's gonna happen. She could be recording for something else but they need something to cool the fires that has us flared up about S3.
I gotta agree. A lot of tip toeing around, and I can understand some of it, but a few things really stand out. Comparing the game to going to see a movie or watching a tv show, they aim for feature length but won't set time restraints. There's no way the first two episodes were too big to be one episode if most feature length films are longer, come on.
This is our story. This is not my story. It may be tailored to the decisions I make, but these decisions are a few and far between, the majority of the game is linear and set on rails. Furthermore, none of these are my characters. #MyClementine was the closest we could get to shaping a character, but TT recalled her and gave us a new guy so they could make a new Clem. Playing through Mass Effect again this week reminded me just how much TTs games AREN'T my story.
And Javier. He's here so we can see Clementine through a new lens, and so it'll be as inclusive as possible to all the new people. That's great. I really doubt I'll stick around after this is done, I've got no interest in starting the next season as yet ANOTHER new fucking character so we can see whoever survives this season through a new lens and they can pander to the few new people giving it a try so everyone feels welcome. Just stop fucking making sequels and conclusively end the story each season if you want to cater new customers. You don't make each protagonist a minor supporting character, er, "co-star" in the next game so people who didn't play the previous games don't feel left out. That's just pure greed.

Playtimes will remain barely over an hour.
Clem/Javi split will remain 5/95
Jane/Edith/Kenny Flashbacks will stand as is.
