As confirmed by Kent Mudle, originally, Louis was only supposed to be gagged in the "Save Violet" route of the game. Somewhere along the line, they changed it to...well, him getting his tongue cut out. I gotta say, I would have preferred the gag.

I know people say they're for Randy Tudor but he doesn't exist in Clem's universe, if Clem is recalling from her memory it has to be Kenny.

When you finally place the bomb in… more the boiler, Both Clem and AJ say "Good luck, AJ".
I also think it's a subtle metaphor: AJ is the bomb. He's the great force of power that affects the narrative.
It's also foreshadowing. AJ (determinately) kills Lily right before the explosion.
Apparently only a small minority of people got that, me included.
