You know, that does have the potential to be an interesting match-up.
Negan proves to be quite intelligent in the comics. A good tactician who knows how to command his people in a fight.
However, the same could most likely be said about David, given that he has a military background.
But honestly, I'd probably give it to Negan at the moment. At least until we get to see the NF in more depth, and see how David commands/leads them.
Definitely Negan.
We don't really know how smart David is nor how numerous and well armed The New Frontier are at this point. Perhaps given the ability to explore Richmond and them next episode would give us a better idea but for now based on what I see, Negan stomps them by taking advantage of some of them being a bit softer than others and manipulate the few to turn and disperse from the many until his charisma recruited enough people to where he could raise arms and go to war with them and most definitely motherfucking win.
Hard to say since we really don't know that much about TNF so far.
But Negan is the fucking man, motherfuckers.
Negan and the Saviors, hands down. David is to hot headed and flies off the hand to quickly. Negan is cool headed and calculating. He's had years to hone his craft with coaching and the like.
Plus, just thinking back to episode two when they are trying to get Javier to come out and face justice. Skull Cap is all for the rules but the other guy completely ignores him, and he clearly had follows because the majority of the men and women side with him, and they attack Prescott.
Negan has clearly laid out The Rules, and everyone of the Saviors and those who are under his protection, know the repercussions of not following his rules. No one wants to meet the business end of Lucille, and no one willingly wants their faces melted by the iron.
Clearly David's people aren't as under control as Negan's.
We know hardly anything about the New Frontier. We don't know how much control David actually has over his people or how large of a group they are.
But right now, I give the win to Negan since we already know how dangerous the Saviors are and that Negan was fully in charge.
