Resize the image to one half, third or some other fraction of your final size using a bilinear or better scaling algorithm then point-resize to the previously mentioned final size...

I think Bagge must have put on some cool filters before pixelating the image, or tweaked it heavily by hand. It would look more weird and shimmery if all he did was trick resize it.
Edit: I forgot about the concept art of the lab. I was thinking he made that from a screenshot... it'd be a lot harder to convert a 3D image into something that looks so hand-drawn... now I realize it was a hand-drawn image to start with, and everything makes sense.
